Ingredients
  

For the Biscuit Crust
  • 2.5 cups biscuit mix (such as Bisquick)
  • 1 cup water
  • 0.25 cups cooking spray (such as Pam)
For the Beef Layer
  • 1.5 pounds lean ground beef
  • 1 medium red bell pepper, seeded and chopped
  • 1 medium yellow onion, chopped
  • 1 ounce taco seasoning mix
  • 1 teaspoon garlic powder
For the Creamy Layer
  • 0.5 cups sour cream
  • 0.5 cups mayonnaise
  • 4 ounces diced green chiles, drained
  • 1.5 cups shredded cheddar cheese (Fiesta blend), divided
  • 0.5 cups mild salsa For topping

Method
 

Preparation
  1. Preheat the oven to 350℉.
  2. In a large skillet, heat medium-high heat and add the ground beef, breaking it apart with a spoon.
  3. Cook until no longer pink, stirring occasionally, then drain off any excess fat.
  4. In a mixing bowl, combine the biscuit mix and water and stir until well mixed.
  5. Spray a casserole dish with cooking spray, then press the biscuit dough into the dish, spreading it to the edges.
  6. Bake in the preheated oven for 5-8 minutes, or until the dough is set and lightly golden.
  7. Set aside, while keeping the oven on.
  8. Cook the chopped onions and red bell pepper in the skillet with the ground beef for about 4 minutes.
  9. Add taco seasoning and mix well, then remove from heat.
Assembly and Baking
  1. Spread the cooked ground beef mixture evenly over the baked biscuit layer.
  2. In a medium bowl, combine sour cream, mayonnaise, drained green chiles, ¾ cup shredded cheese, and garlic powder. Mix until smooth.
  3. Spread this mixture over the ground beef layer.
  4. Add small spoonfuls of salsa over the sour cream layer, without spreading it out.
  5. Sprinkle the remaining shredded cheese evenly on top.
  6. Bake uncovered for 30 minutes or until hot and bubbly.

Notes

Let the casserole rest for 10 minutes after baking to set the layers. Serve with toppings like green onions or extra salsa.
